Notice of Public Hearing: Morningside C Neighborhood Roadway Reconstruction

The city will be holding a public hearing to discuss the Morningside C Neighborhood Roadway Reconstruction project planned for 2023. Project details are listed below; a project map and the public notice mailed to residents within the project area are attached. The proposed project will include full replacement of the underground water main, water services, curb and gutter, and asphalt pavement on all streets.
The estimated cost per REU is $13,800.
A new concrete sidewalk is proposed to be constructed on the east side of Lynn and Inglewood avenues and on the east side of Grimes Avenue north of Inglewood, creating a pedestrian network by connecting existing sidewalks south of W. 42nd Street to existing sidewalks north of W. 40th Street.
Grimes Avenue will be striped as a bike boulevard.
W. 40th Street and Grimes and Inglewood avenues will be reconstructed to widths of 30 feet; Lynn Avenue will be reconstructed to a width of 24 feet; Kipling and Monterey will be reconstructed to widths of 27 feet.
The City Council is scheduled to vote on the project at its regular meeting on December 20.

Metro Transit E Line open comments accepted until April 8th
Dear Morningside Neighbors,
The Morningside Neighborhood Association is writing to make sure you are aware of a significant transit project that is moving forward that will affect not only the periphery of our neighborhood, but also the cities of Edina and Minneapolis, in significant ways. A public comment period has recently opened, and will remain open until April 8th. After that, Metro Transit will consider all feedback received and decide whether to modify any aspects of the proposed project before seeking final approval from the Metropolitan Council in the next several months (Spring of 2022). The information you need to consider and comment on the project is set forth below.
The project, called the Metro Transit "E Line," is a bus rapid transit ("BRT") line that has been designed to substantially replace and upgrade what has been the "Route 6" bus line. The E Line will run between Southdale Transit Center in Edina and the Green Line Westgate Station on University Avenue (Prospect Park) in Minneapolis, utilizing France Avenue, 44th Street, Hennepin Avenue, and University Avenue / 4th Street (among others). Right now, Metro Transit is proposing that the E Line have 34 stops. The stops will have expanded, built out sidewalks and platforms. One of the stops is currently set to be placed at 44th / France. In the proposal, southbound buses would stop at an expanded platform on 44th Street (on the south side of France 44). Northbound buses would stop at an expanded platform on France (on the west side of DP Hue). The platforms will displace the portion of the roadway currently designated for parking. Buses are planned to run every ten minutes (during the day) and at unspecified times at night, seven days a week.

The Spring Street reconstruction season is here! Starting next month, the City of Edina will begin reconstructing W. 42nd Street, Grimes Avenue, and streets west and south. Nearly half the neighborhood will begin reconstruction. Please see the map below for detail on the project area:

Utilities beneath the streets will be replaced, including water mains, storm sewers and gas mains. Centerpoint Energy will begin work on gas mains and meters April 4.
The new gas mains will be reconnected to residential service lines in the affected area. If there are any interior gas meters (more typical in older homes) they will be relocated to the exterior of the home. If your home’s meter will be relocated, you will be contacted via a postcard as well as by a Centerpoint energy inspector prior to construction.

Weber Park Survey results and next steps
Thank you to everyone who took part in the Morningside Neighborhood Association [MNA] survey on the City of Edina’s “30% Concept Design [for Weber Park]". Between September 8th - 14th, 2021, over 100 residents provided detailed thoughtful and imaginative responses.
Attached is a summary of survey responses that the MNA Steering Committee shared with the Edina City Council and City staff on September 15, 2021.
Responses from over 100 residents show the following clear preferences:
Weber Park needs some updating but not a complete overhaul.
The hockey rink stays in its original location.
The open ice area stays the same size.
Clear preference for keeping the baseball fields without outfield fences.
Strong support for adding a natural play area
The next few days may be the last opportunity for Morningside residents to share their thoughts about Weber Park design with City officials. If you would like to share your thoughts, please do so. Here are ways to contact the City:

Neighborhood Pedestrian Safety Update:
Edina's Traffic Safety Committee (TSC) reviewed the data regarding the request for a crosswalk over France Avenue at W 42nd St that borders Minneapolis.
Peak hour pedestrian crosses meet Edina's crosswalk warrants for standard marked crosswalk with roadside signs. The TSC recommends that Edina contacts and shares this information with Hennepin County and Minneapolis as all three jurisdictions are impacted.
The next step is a review by the Edina Transportation Commission. This meeting is Thursday July 15, at 6 pm at Edina City Hall Community Room. You are welcome to submit comments to the Commission prior to the meeting or give a three-minute presentation to the Commission during the Community Comment portion of the meeting. The agenda for the meeting is attached - details on the crosswalk at France and 42nd are on page 9.

The City of Edina is proposing to reduce parking for new developments and in commercial areas.
The City Council will take public comment through Monday, July 12 and take action on proposed ordinance changes on July 21.
A City press release listed the "highlights of the parking ordinance amendment" as:
General reduction in the number of parking stalls required for projects;
Maximum limits on [the number of] parking spaces;
Separate regulations within the City’s commercial nodes; and
Incentives for developers to reduce parking.
To help residents better understand the issues and proposed changes, the MNA Steering Committee asked the City to provide examples of how the proposed changes would have affected projects recently proposed and/or built, including The Lorient at Sunnyside Road and France Avenue. Depression and Suicidal Thoughts:
If you or another are feeling suicidal, but do not have imminent thoughts of harm, or are generally having mental health concerns, you can call COPE at 612-596-1223 (for those under 17 years of age, 612-348-2233). This is Hennepin County’s 24/7 mental health hotline, staffed by clinical social workers. They can assess your needs and make a plan to get help, regardless of your insurance coverage. If you or someone you know are imminently suicidal, go to the nearest Emergency Department or call 911 for assistance.
Domestic Violence and Child Abuse:
People isolating at home naturally are experiencing increased interpersonal stress and are at risk for a higher incidence of domestic violence and child abuse. For domestic abuse help, including need for shelter, call Cornerstone/MN Day Once Crisis at 866-223-1111. If you have concerns that a child is being maltreated, call Hennepin County Child Protection at 612-348-3552.
Financial and Other Types of Assistance:
If you or your Edina neighbor needs help with food, rent, etc., you can find it with just one call to the Edina Resource Center, at 952-848-3936. ERC telephones are answered Monday through Friday, 8:00 AM to 4:30 PM.
The ERC serves anyone who lives, works or goes to school in Edina and is a collaborative effort between the City of Edina, Edina Public Schools, and the local community. The ERC refers callers to a wide range of resources.

Street reconstruction funding input deadline - Tuesday January 19
How much should residents pay for street reconstruction? Currently, owners of property on the reconstructed street pay 100%. In some neighborhoods, recent reconstruction project estimates have been as high as $30,000 per lot. A City of Edina task force is studying options and will report to the City Council. It is asking residents to indicate whether they prefer that payment for the costs of street reconstruction be allocated half to special assessments and half to municipal taxes, or if they prefer that the costs be funded 100% by taxes. Either proposal would increase municipal taxes. The Council may approve a recommended alternative or continue the current policy. Edina Police will have one officer present to meet with neighborhood residents and children, and a few of our local businesses have offered to donate food, drinks, and prizes for our event. In addition to the bike parade, there will be ultimate frisbee and other assorted games and fun for everyone. The bike parade in Morningside is an old tradition we are starting back up again in 2019. Orion Investments has submitted a formal application to the City of Edina for the redevelopment of the Edina Cleaners site (France and Sunnyside). An open house will be held between 5:30 p.m. and 8:00 pm on Wednesday, August 22nd at the Edina Cleaners building.

Morningside residents and business owners are welcome to attend the open house and provide feedback.
UPDATE: EDINA CLEANERS SITE, SMALL AREA PLAN
At its April 3rd meeting, the City Council approved the 44th and France Small Area Plan (SAP) with the expansion of the area boundaries to include an additional, second residential lot to the west on Sunnyside Road; this change was made at the request of Orion Investments, developers of the Edina Cleaners site. The plan and meeting materials are posted on the City of Edina website at https://edinamn.gov/657/Small-Area-Plans.
With the SAP’s approval, Orion is moving forward with its development plans. The project’s sketch plan is available here. Please note that the proposed four-story building will require a variance from the City. The sketch plan will be presented to the Planning Commission on April 11 and the City Council on April 17. After the sketch plan review, if Orion decides to proceed, it will formally notify residents as required by the City. The developers have indicated that they intend to hold an open house for the community. (Date and location to be determined.)

Results from the Spring and fall MNA Surveys
In May and again in late September, the Morningside Neighborhood Association urged residents to take brief surveys. The May survey focused on overall neighborhood priorities; the September survey addressed elements of the 44th and France Small Area Plan—particularly building height, density and parking options. Even though we allowed only one week to complete the Fall survey, we received 274 responses, 90 percent of which came from Morningside residents.
The responses from both surveys have been tabulated and are available in a 33-page document here.
A few takeaways from the Fall survey:
Respondents expressed a clear preference for a maximum building height of two stories along 44th or Sunnyside; a majority of respondents (77%) prefer three or less stories on France.
The majority of respondents (85%) support minimal or no increase in traffic on 44th St. or Sunnyside Rd.
Seventy-five percent of respondents would support the addition of between 1 and 50 apartment or condo units; 53 percent support the addition of between 1 and 20.
There is minimal support (13%) for adding more than 50 units.
Respondents expressed a clear preference for conventional zoning with defined land use, building scale and height limits (rather than guidelines).
103 respondents submitted comments (which are included in the attached).
This summary has also been forwarded to members of the Small Area Plan Working Group.

The Weber Park playground is scheduled for replacement in September. City staff has prepared the final plan and timeline for the project. The current budget is $100,000. Among other changes, the new design includes a 400-square-foot expansion and an ADA accessible path and parking spot. The plan and timeline will be presented to the Park Board on Monday, August 8, at 6:40 pm atBraemar Golf Course. This is not a public hearing, so attendees will not be able to comment.

PARKS& REC Open house on weber playground, tuesday July 12
This Tuesday, July 12, the City of Edina will hold an open house on updates to the Weber Park playground. The open house will take place at 6:00 p.m. at the Weber Park shelter.
Under the current plan, the playground will remain in its present location. Playground equipment will be changed, and mulch will replace the rock surface. The project originally had a budget of $175,000; subsequently, $75,000 was reallocated to an update of the Rosland Park playground. As a result, the Weber Park playground now has a budget of $100,000. (The Rosland Park playground now appears to have a $275,000 budget.)
Public meeting-JUne 20, 2016: France Avenue redevelopment, Weber Park playground
Orion Investments has scheduled a public meeting (at 6:30 p.m. on June 20 at the Weber Park warming house) to present its proposal for redeveloping the property at 4528-4530 France Avenue. Details on the meeting and the proposal are attached.
This redevelopment requires a rezoning of the property with variances. The Edina Planning Commission will consider the proposal on Wednesday, July 13, at 7 p.m. at City Hall. Notice of that meeting is attached.
Prior to the public meeting, the Edina Parks and Recreation Department will present its plans for the redesign of the Weber Park playground. Staff will be on hand from 5:30-6:30 p.m. to gather responses and recommendations from residents. Construction on the redesigned playground will begin later this summer so this is a good opportunity to let your opinions be heard.
Morningside Eco-fair, April 24, 2016
Celebrate Earth Day with your family and neighbors at the first Morningside Eco-Fair, from 2-5 p.m. on Sunday, April 24, at the Weber Park Shelter. Exhibits will cover the "hows and whys" of healthy lawns, electric vehicles, home energy savings, backyard bees and chickens and much more.
Representatives of Edina's soon-to-be-built community solar garden will be on hand to answer questions. And Edina Parks and Recreation staff will be available to solicit your input on the location and re-design of the Weber Park playground (construction is currently scheduled to begin late this summer).
School Board Candidates Forum! The Future of Edina Parks!
Join your neighbors next Sunday (October 11) at the Weber Park Warming House for the Morningside Neighborhood Association’s 2015 School Board Candidates Forum. After the Forum, Ann Kattreh, Parks & Recreation Director, will discuss the city’s park system and long-range plans. This is your chance to ask about the future of Weber Park and Weber Woods. We’ll end the event with the MNA Annual Meeting, which will include a discussion of neighborhood issues.
